Gerald Connor is a senior government affairs and policy strategist with 15 years of experience in the legislative and executive branches. He brings a unique blend of operational insight, political acumen, and federal leadership—having served in senior roles across the U.S. Department of Agriculture, the U.S. Department of the Treasury, and the U.S. Army.
After serving as a Paralegal Specialist in the U.S. Army, Gerald joined the office of Congressman Dutch Ruppersberger, where he worked as a Constituent Liaison and Advisor on defense and veterans issues. He later returned to the Army as a civilian in the Office of the Chief Legislative Liaison (OCLL), supporting senior military leaders in congressional engagement and legislative strategy.
He went on to serve in senior leadership roles at several executive branch agencies. At the U.S. Department of the Treasury and USDA Rural Development, he directed legislative strategy and stakeholder coordination on financial systems and rural policy. Most recently, Gerald served as Deputy Director of Legislative Affairs and Deputy Regional Forester at the U.S. Forest Service, where he led congressional relations and oversaw major initiatives related to land management, wildfire response, and climate policy.
Gerald holds a B.A. in Political Science from the University of Maryland. At Republic Consulting, he leverages his broad public sector experience to help clients navigate federal policy, build strategic relationships, and deliver results through effective advocacy.
